Dr. O'Malley's Letter to Our Community
From the Desk of Dr. Richard O'Malley
Hello Neighbor,
It is my pleasure to share with you the annual State of Our Schools magazine, an opportunity to celebrate our successes and outline the work ahead. I invite you to use this magazine as a catalyst for conversations with your friends and family about the extraordinary journey our school district has been on.
As you will see, our district continues to make measurable progress in student achievement, with growth on state test scores and school report cards, reflecting the dedication of our students, the expertise of our educators, and the unwavering support of our families.
We are also continuing to expand opportunities for all learners, broadening course offerings and enriching pathways for students who want to enter the workforce after graduation.
To all of our community partners, I would like to, personally, say thank you. Without your support, the tremendous growth and success that we have seen would not have been possible.
The success of our schools is a shared responsibility. I am deeply grateful for our teachers and staff, our families, and our community partners who are helping us prepare our students not just for the challenges of today, but for the opportunities of tomorrow.
Thank you for your trust, your engagement, and your belief in the power of public education. The state of our schools is strong, and with your continued support, our future is even stronger.
Sincerely,
Richard O'Malley, Ed.D.

Poynor Healthcare Innovation
Florence 1: A Legacy in Healthcare, A Future of Innovation
Poynor Healthcare Innovation
Florence 1 Schools celebrates the reopening of the historic Poynor Building. Originally opened in 1908, Poynor has served many uses over the years, including operating as a junior high school. Now, it will house the district’s School of Innovation in Healthcare (SIH), a program for high school students interested in working in the medical field.
The School will be operated by Florence 1 Schools through a partnership with McLeod Health. The curriculum will be driven by the medical professionals, who will help identify and address the most vital needs within the healthcare industry through the instruction. Additional partners will come on in 2026.
Through this program, students will be prepared to work in several healthcare jobs immediately after graduation. Training for pathways that require certification or a college degree will be expedited. Poynor is the third historic building that Florence 1 has given new life to, joining McClenaghan High School and the old Florence County Public Library.
Areas of Study Will Include:
- Biomedical Sciences
- Emergency Medical Services
- Health Science
- Sports Medicine
Coming together for a brighter future!
Farming Fresh Ideas for a Healthier Tomorrow
Blue Zones
We have embarked on a journey to improve the lives of our staff and families, investing in wellness initiatives, nutrition education and policies that help our employees prioritize their health.
F1S has partnered with Blue Zones, a pioneer in longevity and well-being, as well as local community partners HopeHealth, McLeod Health, MUSC Health, and The School Foundation, to help create a healthier, happier community. Through our Blue Zones initiative, we will transform our environments, improve our health-related policies, and strive to influence healthy choices among our employees, students, and families.
What are Blue Zones?
Around the world, a Blue Zone is a demographically-confirmed “hot spot” where people are living longer, happier lives, with many residents living to be 100 years old. Residents living in Blue Zones share common behaviors such as Moving Regularly, Eating Wisely and Community Connection. Our Blue Zones activities will be designed to help us live out these 9 factors.
The Farm at Florence 1 and our culinary partner, Chartwells K12, are also playing a key role in teaching our students about making healthy changes that can lead to a fuller, happier life. Through a variety of initiatives, students are exploring nutrition education, trying new things, and learning that eating healthy can be delicious too.

Over $500,000 Invested in AI
Last school year, Florence 1 Schools became the first school district in South Carolina to introduce a Generative Artificial Intelligence policy, laying the groundwork for how the technology can be used in the classroom.
Students and teachers are able to use a variety of approved AI tools, including Audio Enhancements, Khan Academy’s Khanmigo and Magic School. Audio Enhancements will elevate the instruction of students in the Language Immersion classes at Delmae Elementary School and Moore Middle School, utilizing AI-powered real-time translation. A microphone captures the teacher’s lesson, then provides audio and written translations for students, boosting literacy and verbal skills.
Student Usage
- Traditional - Learning activities that do not involve AI Technology.
- AI-Enhanced - AI is used to support learning, through AI-generated feedback, etc.
- AI-Centric - AI platforms are used to generate work through student-created prompts.
The Audio Enhancements system uses AI to integrate real-time translation capabilities into the classroom, both audibly and visually.
The Florence 1 Schools Acceptable Use of Generative AI policy, as well as a list of Frequently Asked Questions, can be found at F1S.ORG/AI.
Florence 1 Schools is committed to responsible AI implementation and maintains our focus on preparing students today for tomorrow’s future,” said Deputy Superintendent Kyle Jones.
“With AI, we are at the forefront of embracing this technology in the education sector, which allows our district to compete on a global scale. We want to ensure that our staff and our students know how to use AI ethically to enhance their teaching and learning, not replace it.
We look forward to many positive outcomes from introducing AI into our classrooms.”
Facilities and Maintenance Upgrades
Facilities and Maintenance Upgrades
Renovations in Florence 1 Schools are continuous, with a carefully constructed plan scheduling projects during summer and winter break, as well as the district’s two intersession weeks to prevent disruption to instruction.
Each year, millions of dollars are strategically invested in improvements across the district, both in cosmetic and infrastructure upgrades. Each school has regularly scheduled projects, such as painting, to ensure that the building is properly maintained. They also receive updates annually such as new landscaping, renovated bathrooms, updated flooring, roof restoration and parking lot paving and re-striping, all to give our staff and students the best teaching and learning environments possible.
South Florence High School
Just in time for a celebration of the school’s 50th anniversary, South Florence High School cut the ribbon on a brand new track. Built within the school’s main athletic complex, the track sits between the new softball and baseball fields, which have been opened within the last two school years. The track is 400 meters, with 8 lanes, 1 chute and 2 long jump/triple jump runways. With the new track meeting state athletic regulations, the school will now be able to host track meets.
Savannah Grove Elementary
The celebrations don’t stop there, as the district will soon break ground on a new Savannah Grove Elementary School. This innovative school will open in 2027 as part of a partnership between Florence 1 Schools and Florence County Council. Once completed, the Savannah Grove Community will have a new school and a new athletic complex with baseball fields and other multi-use facilities.

Purple Star
Purple Star
Last school year, Florence 1 Schools had the honor of receiving the Purple Star District designation from the South Carolina Department of Education (SCDE), signifying the district’s commitment to helping military-connected families and children as they transition to a new school and community. The district is one of only 15 districts in the state to receive this designation, according to the SC Department of Veterans Affairs.
According to the SCDE, in order for a district to be named a Purple Star District, a list of requirements must be met, including training by the Military Child Education Coalition and the implementation of “programs and resources designed to support the unique situations facing military students and families.”
Military families in Florence 1 Schools are encouraged to visit the district Purple Star webpage to find a list of important resources for military families, including information about new student registration, extracurricular activities and links to community resources.
Safety and Security
Safety and Security
The safety of our students and staff is a top priority. Investments are continuously being made to maintain and increase the security of all district campuses.
Since the 2023-2024 school year, all elementary schools in Florence 1 have had full-time armed security guards. Middle school and high school campuses are secured by School Resource Officers thanks to a memorandum of agreement with the Florence County Sheriff's Department.
Nearly 2,000 cameras are placed throughout Florence 1 campuses.
The safety plans at secondary schools include daily security checks via Evolv Express systems as students enter each school. Unlike traditional metal detectors, the Evolv systems offer precise detection of any items of concern without slowing down student intake each morning. Increased security also ensures that students, staff and community members feel safe while enjoying district sporting events.
Florence 1 has partnered with GeoComm to implement a digital, interactive mapping program that provides first responders with critical information during emergency calls, such as building entry points, and locations of fire extinguishers and external defibrillators.
Safety and Security Costs:
- $475,200 - Weapons Detection Systems
- $253,491 - Online Monitoring
- $1,680,786 - Armed Security at all Locations
Exceptional Education
Exceptional Education
We offer our students a variety of exciting pathways to help them achieve their post-secondary career goals. One pathway includes work-based learning opportunities, both in the community and within district departments and programs.
Each year, dozens of Florence 1 Schools students participate in work-based training through the Exceptional Education Department, learning the ins and outs of their chosen career field while also earning hours toward state career readiness standards.
Last year’s community partners in Florence offered training in a variety of industries, including:
- Food Service
- Automotive
- Hospitality
- Retail
- Information Technology
- Marketing
- Cosmetology
Empowering Students: Life Skills Development through Laundromat Experience
This $10,000 grant from The School Foundation supports students with practical training using washers and dryers, in partnership with local hotels for job placement after graduation.
Students also have work-based learning opportunities within Florence 1 Schools, including.
- Culinary: ChartwellsK12 culinary services partner
- Retail: School-Based Enterprises at Advantage Academy and three high schools
- Practical life skills: Laundromat at Advantage Academy
Stacy Bakas, Coordinator of Community-Based Training, said that work-based training not only provides students with valuable skills, it also gives them confidence. “When a student puts on their uniform, their whole personality changes; they are eager to go out and learn. In work-based training, they are able to make a connection between what they are learning in the classroom and the work setting.”
“Our team is deeply rooted in this community,” Price said. “It has been a pleasure to welcome students who worked with us during their Project SEARCH internship as full-time members of our team after they have graduated. It is a joy for us to know that we’ve touched lives and helped students grow.” Angela Price, District Manager, Chartwells K12

Hello Neighbor,
It is my great honor to have another opportunity to share with you the story of Florence 1 Schools and to reflect with you on what we accomplished during the 2023-2024 school year. Our world moves fast and I believe it takes a retrospective look to truly be able to appreciate everything we have achieved.
I am appreciative of the hard work our staff and students put in every day to make our school district and community a great place to live and learn. The gains we have made would not be possible without their dedication. As you will see in the pages of this magazine, we are in an unprecedented period of growth in our district in terms of facilities, programs, and innovative opportunities that we could only have dreamed of ten years ago. It is an exciting time to work in Florence 1 Schools and an even more exciting time to be a Florence 1 student.
The momentum we have gained over the last six years will propel us forward as we continue to strive for excellence in all areas. We know there is hard work ahead but we believe that with the support of our parents and guardians, as well as the Florence community, our goals are within reach. As we embrace the 2024-2025 school year, please join us in making it the best school year yet!
Sincerely,
Richard O'Malley, Ed. D.

Finance
Thanks to a continued strong financial plan and enhanced revenue streams, such as interest earnings which reduce tax burdens, Florence 1 Schools has been able to make millions of dollars of investments in renovations and upgrades across the district over the last several years. Over the last six years we’ve accomplished our financial goals by increasing our millage (operating and debt service) only once with two subsequent debt service decreases thereafter. The tax millage will remain unchanged at 255.7 mils for the current fiscal year.
Many of the projects we have completed have also translated into investments in our community. During the 2023 fiscal year, nearly $14 million dollars was contracted with small, locally-owned businesses in the Timmonsville, Florence, and Effingham zip codes alone.
This year’s budget also includes a $3,000 pay increase for teachers for the 2024-2025 school year.
“This budget funds our aggressive educational plan that we have created in Florence 1 Schools,” said F1S Superintendent Richard O’Malley. “The achievements and unprecedented progress that we have seen over the last several years have been accomplished because we have made investments in our students and our staff. In order to remain one of the top districts in the state, we must continue to make those investments.”
$47 million in facility and maintenance upgrades
Over $7 million spent in contracts and services during FY 23 with minority vendors
74% of construction dollars with minority vendors
Over $14 million total funds spent in local zip codes for FY 23
Our State Risk Assessment Score is 11 with the lowest possible score being 9.
We've had no audit findings with over a dozen randomly selected audits and two required audits.

Mental Health
Mental Health
Innovation takes many forms in education, from technology to building creative learning spaces. In Florence 1 Schools, innovation also means recognizing the impact that mental health has on a student’s ability to obtain their education and finding ways to remove as many barriers as possible. Last school year, Florence 1 launched a brand new student-initiated webpage with mental health resources available to all students.
“If what's been tried in the past hasn't worked, it's time to do something different. That's what we are doing at Compass Academy. We are providing students with a variety of supports and services to help build the skills, self confidence, and self esteem they need to be successful students and feel good about themselves as individuals.” - Patricia Nunnally, EDSC Teacher

Taking Education in Florence to New Heights, One Student at a time.
From the Desk of Dr. Richard O'Malley
Hello Neighbor,
There is so much to celebrate about the unprecedented progress of Florence 1 Schools with more of our students achieving their goals in the classroom. Our commitment to excellence has never been stronger or more focused. Over the past (5) years, Florence 1 Schools has had its most successful period, a culmination of over 100 years of service to the Florence Community. There has never been so much sustained excellence in academics, athletics, and the arts; it is truly a great time to be a part of Florence 1 Schools. Our work is far from over, and we will achieve greater success by working hand in hand.
The 2023-2024 school year will be an exhilarating time for all of us as we embark on new district and school goals. Our goals include new curricula, technology initiatives, new academic programs, facility upgrades, and a commitment to increased student achievement, all within an optimal and safe learning environment for all students. We know the important role that parents and guardians play in student achievement, so this year I will ask you again to rededicate yourselves to increasing your involvement in our schools.
I am enthusiastic about the possibilities that lie ahead for our school district. Every school year holds innumerable opportunities for each of us to grow. It is only by working together and striving toward a common goal that those opportunities may become a reality. Our common goal is the well-being and education of every child!
Sincerely,
Richard O'Malley, Ed. D.
Superintendent, Florence 1 Schools

The Farm at Florence 1
The Farm at Florence 1
The Farm at Florence 1 is a beautiful 7,500-square-foot building on 9 acres of land and is a true gift to our community and our state. In fact, no other school system in South Carolina offers an experience quite like The Farm. Learning experiences are designed with grade-specific, innovative learning in mind, for students from pre-kindergarten through adult education, as well as our community. The possibilities are endless, and as the seasons change, so will the opportunities for learning.
So far this school year, students have explored sunflower fields to learn how pollinators make flowers, fruits, and vegetables grow. They have interacted with and observed baby chickens that were hatched at The Farm. They have also enjoyed hayrides to explore a neighboring farm, Stirrup Hope, to see ducks, horses, and donkeys up close. They have participated in mindfulness activities, using their senses to immerse themselves in nature and practice social and emotional lifeskills. Meanwhile, students from the district’s three high schools and Advantage Academy are learning about turf management, greenhouses, and irrigation systems; the first high school students to visit even worked together to install irrigation for The Farm’s raised garden beds.
The Farm has over 15 partnerships
“The Farm at Florence 1 provides - happiness, freedom, and joy; you will leave here transformed.” - Jeff Murrie, Farm to School Coordinator
Security
Security
The safety of our students and staff is a top priority for Florence 1 Schools. Over the last several years, large investments have been made to increase the security of all of our campuses.
Starting in the 2023-2024 school year, Florence 1 Schools has contracted with a private security firm to place full-time armed security guards on all elementary school campuses. Middle schools and high school campuses continue to be secured by officers from the Florence County Sheriff's Department.
The grade reconfiguration within our elementary and middle schools has eliminated the need for the 180 mobile units that were on our campuses, putting thousands of students back in the safety of a brick and mortar school building.
The district has also updated security checks at the middle schools and high schools, replacing walkthrough metal detectors with 23 Evolv Express systems that allow for not only a quicker screening when students enter schools in the morning, but also more precise detection of items of concern. Increased security at athletic events also ensures that the students, staff and community members feel safe while enjoying district sporting events.
| Security Cost | Cost Designation |
|---|---|
| ~ $1.7 Million | Evolve |
| ~ $780,000 | SROS |
| ~ $252,000 | Defender Services |
| $216,250 | Gaggle & GoGuardian |
Through comprehensive online security programming, Florence 1 is able to monitor for:
- Violence/threats searched or viewed in internet browsers
- Explicit content viewed in managed browsers
- Content that is sent/created from a non-monitored browser
- Explicit videos/pictures that are shared
With 24/7 monitoring, administrators receive alerts when monitored content is found, helping to keep students safe while using devices and the internet.
"The Florence County Sheriff’s Office has a strong and positive working relationship with Florence 1 Schools that is focused on school security and the safety of the students, faculty and staff. We will continue to build upon this relationship with our goal of protecting our precious children." - T.J. Joye, Florence County Sheriff
STEM
STEM - Science, Technology, Engineering, Mathematics
Over the last five years, Florence 1 Schools has introduced our students to the many exciting areas of STEM. From using virtual reality goggles to visit other planets to building BMX bikes from the ground up, you never know what you’ll find students learning in classrooms throughout Florence 1 Schools. With the instruction and guidance of our dedicated educators, students have become more invested in their education, experiencing lightbulb moments in the classroom as they connect their textbooks to real-world problems and experiences. STEM courses help students to explore and find out what interests them, while also preparing them to be college and career-ready. From introductory lessons in our elementary schools to more advanced courses in our high schools, we look forward to seeing our programs grow and expand. There is so much more to come as we explore STEM in Florence 1 Schools.

The arts have truly come alive in Florence 1 with new programs, renovated classrooms, equipment, and instruments. Improvements can be seen at elementary, middle, and high schools across the district.
Visual arts programs have received a variety of teacher-requested supplies, as well as essential equipment like large format photo printers for digital art programs, and digital cameras for photography classes. Students have been able to learn from acclaimed sculptors, potters, and painters during Artists in Residence sessions and have been able to visit museums and galleries during field trips to see a variety of art styles and mediums.
Students in performing arts programs are benefitting from new sound systems and stage risers, enhancing the safety and professionalism of performances. All three high school auditoriums now have new lighting systems. A new honors to dual-enrollment piano course sequence was created at South Florence for exceptional pianists.
Spectacular custom trucks or trailers have been purchased to transport equipment for all three high school marching bands and students have new distinctly designed uniforms. The bands are shining with quality new instruments and audio technology. F1S is also replacing aging band director towers at all three high schools.
Music programs are growing rapidly at feeder middle and elementary schools. To support performing groups, as well as classroom music, high-quality items such as world percussion, pianos, guitars, and essential supplies have been purchased.
Funding for professional clinicians and support for All-State and competition fees has helped many of our students gain access to extraordinary experiences, and record numbers of our visual and performing arts students are receiving prestigious awards and recognitions.

School of Innovation
A new school will be coming to Florence 1 Schools, with a focus on healthcare and providing targeted learning for students who have an interest in working in the medical field. The School of Innovation in Healthcare (SIH) will be housed in the historic Poynor Building, which will be renovated thanks to a $10 million dollar grant from the Florence County Legislative Delegation.
Poynor, which opened in 1908, is a 58,600-square-foot building. Once renovated there will be a new building layout with 18 instructional areas, 2 conference areas, an auditorium, a medical instruction room and administrative offices. Building systems such as electrical, plumbing, and technology will be updated.
Renovation of the building’s exterior includes total roof and window replacement. Enhancements of the building’s property will include hardscaping, landscaping, and the installation of perimeter fencing. The School of Innovation in Healthcare will be run by Florence 1 Schools and its partner entities: McLeod Health, MUSC Florence and HopeHealth. The curriculum will be driven by the medical partners, who will help identify and address the most vital needs within the healthcare industry through the instruction.

Student Achievement Cont'd
For the first time in Florence 1 Schools, all of our elementary schools received an “Excellent,” “Good,” or “Average,” rating on S.C. State Report Card. Four out of 14 elementary schools received an “Excellent,” rating, five elementary schools were rated “Good”, and the remaining seven were rated “Average.” Overall, nine elementary schools received an increased rating from the 2021-2022 school year. Royall Elementary School scored among the top 5 elementary schools in the state. Five of the seven secondary schools in the district were rated either, “Good” or “Average” and John W. Moore Middle School was rated, “Excellent.” Florence 1 Schools’ goal is to become the top-performing district in South Carolina and we are well on our way.
Graduation
The district has the 4th highest graduation rate in South Carolina at 93%.
This is our 3rd straight year with over a 91% graduation rate.
South Florence High School's graduation rate is in the top 3% of all traditional high schools!
Timmonsville cohort graduation rate was 48.5% during the 2021-2022 school year and 100% for the 2022-2023 school year.
Facilities and Maintenance Upgrades
Facilities and Maintenance Upgrades
Over the last several years, Florence 1 Schools has undergone a transformation. Millions of dollars have been spent renovating existing schools, building new schools, and transforming or constructing new athletic facilities across the district. Improved facilities are creating innovative collaborative spaces, inviting classrooms, media centers that inspire a love for learning, and of course, athletic areas for champions. Renovations have taken place inside and outside our buildings, with modern windows, painting, and beautiful new landscaping. This has created a wonderful, safe learning and extracurricular environment that our students and staff take pride in daily.

Arts

3 Arts Magnet Schools
Brockington Elementary
Southside Middle School
South Florence High School
