Medical Homebound instruction is provided either by a teacher who is reguarly employed in the school district or by a teacher who the district contracts to perform the service. State Board of Education Regulation 43-241 specifies that any teacher providing medical homebound instruction to students residing in South Carolina MUST hold a valid South Carolina teacher's certificate.
Section 1119 of the Elementary and Secondary Education Act (ESEA) requires all teachers of core academic subjects to be "highly qualified".
The onsite teachers of homebound students must be HQT, but do not have to be certified in the particular subject area of instruction.
